Part of the internet required thing of the Xbox One is that there is an activation code with games and have to register the code with an Xbox Live account.
Phil Harrison from Microsoft then went on to say:
"The bits that are on that disc, you can give it to your friend and they can install it on an Xbox One, they would then have to purchase the right to play that game through Xbox Live."
So there is the answer to the rumor that the Xbox One won't play used games and the answer is yes, it will BUT will have to pay to play them (beyond obtaining the disc).
